DSWD links community associations with prospective markets to support anti-hunger efforts

The Department of Social Welfare and Development (DSWD) has gathered its partner agencies for a four-day orientation that aims to strengthen the linkages of Community-Based Organizations (CBOs) under the Enhanced Partnership Against Hunger and Poverty (EPAHP) with prospective markets and government programs. The orientation on the Community Participation Procurement Manual (CPPM) and the Amendment to Resolution No. 18 series of 2021 that was held from April 18-21 was attended by over 200 participants. It aimed to determine potential markets for the CBOs under the EPAHP program and link them with potential markets and other programs of the government. EPAHP is a convergence program of the government which aims to mitigate hunger, ensure food and nutrition security, and reduce poverty in urban and rural communities, including marginalized communities. The orientation also intended to share knowledge on the various government feeding programs, and other food-related procurement activities of EPAHP partners and their procurement processes. Moreover, it served as a venue to cascade information and raise awareness on the CPPM and the amendment to Resolution No. 18 series of 2021 or the “Approving the Amendment to Section 53.12 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 and the Guidelines for the Conduct of Community Participation in Procurement.” The CPPM sets guidelines for community participation in government procurement, drawing lessons from experiences in community-based / community-development projects. It focuses on how the community can take part in managing procurement by being involved in planning, procurement, and implementation, as well as how the community can participate as contractors or service providers under negotiated procurement through community participation. The resource speakers from the Department of Budget and Management (DBM), Government Procurement Policy Board-Technical Support Office (GPPB-TSO), Commission on Audit (COA), Department of Science and Technology (DOST), and Philippine National Police (PNP), among others, shared their knowledge and expertise to the participants. Meanwhile, EPAHP partner agencies such as the DBM, Department of Agrarian Reform, Department of Education, Department of Agriculture, Bureau of Jail Management and Penology, Landbank of the Philippines, National Nutrition Council, National Irrigation Authority, Commision on Population and the DSWD Central and Field Offices-Procurement Focals, and the EPAHP Regional Program Management Offices, attended the said orientation.
