“Civilian authority is, at all times, supreme over the military.”
This constitutional mandate was stressed by Chief Justice Alexander G. Gesmundo to the members of “Siklab Laya” class 2025 of the Philippine Military Academy (PMA) in Baguio City during their recognition rites on Saturday, April 30.
“Remember that this provision makes explicit the principle of civilian supremacy. Civilian supremacy… is not a guaranteed supremacy of civilian officers who are in power, but the supremacy of the sovereign people,” Gesmundo emphasized.
He also told the class members “to prepare and be ready for a lifetime of training and discipline towards the faithful observance of a life in integrity.”
The Supreme Court’s (SC) public information office (PIO) said that the Chief Justice was honored by the PMA when he trooped the line with PMA Suprintendent Lt. Gen. Ferdinand M. Cartujano of the Philippine Air Force.
SC justices were in Baguio City for their traditional summer sessions which ended on Friday, April 28.
The summer sessions had been cancelled for two years since Covid-19 pandemic hit the country in March 2020.
